About Coast Rehabilitation Services

Clatsop County Developmental Training Center Association, dba Coast Rehabilitation Services (Coast), is a 501 (c) (3) organization licensed in the state of Oregon to provide residential, employment and day supports to people with developmental disabilities. Coast provides these supports in Clatsop and Multnomah Counties with the corporate offices being located in Warrenton, Oregon (Clatsop County). There is a remote office located in Gresham to provide administrative supports to the staff and individuals in Multnomah County. A volunteer board of directors governs Coast. They meet on a monthly basis.

Coast has provided supports to people with disabilities since 1974. The agency was formed by a grass roots movement of parents who had children with disabilities. The parents did not want to see their children referred to the large institutions operated by the state and were wanting to offer meaningful work activities in their home community of Astoria. Upon establishing the agency, Coast began offering work activities to the children of these pioneering parents.

Toward the end of the 70s, Coast also began offering residential supports to people with disabilities. We are proud to be able to say that Coast provided the first five person home in the state of Oregon for people with developmental disabilities. This model eventually became the standard for the state of Oregon. The five person model that is provided across the state today is a direct result of the model developed by Coast in the late 70s and early 80s.

The scope of Coast's services in Clatsop County includes residential supports for 64 individuals with developmental disabilities. Coast's residential services are provided in 11 individually licensed group homes as well in private settings in the Astoria/Warrenton area.

Coast provides employment related support for 63 individuals with disabilities in Clatsop County. The employment supports are designed to help people gain work skills in order to become gainfully employed in the community. Currently, Coast provides training in janitorial services, paper shredding, aluminum can recycling and some bench assembly. Coast also supports individuals who are already gainfully employed but require some minimal supports in order to maintain their jobs.

Coast also provides residential support for 37 people with disabilities in Multnomah County in 8 individually licensed settings.

Coast employs approximately 289 staff between the two counties to deliver the array of services. The staff bring a variety of backgrounds and experiences to Coast. All staff receive initial training prior to being allowed to work unassisted with any of the individuals. Staffing patterns range from 1:1 to 1:5, depending on the needs of the individuals.

Coast firmly believes that everyone has a choice in deciding where and with whom they live, work, and play. To that end, Coast encourages each of the people the organization supports to actively participate in creating a life of their choosing in the community of their choice.
